INTAKE, TRANSFER & RELEASE JAIL

Maricopa County's Intake, Transfer, and Release (ITR) jail is a 190,000 square foot facility that was  opened in 2020.  ITR performs all of the intake and booking processes for new arrests and self-surrender detainees.   The facility has four courtrooms to conduct the Initial Appearance of the inmates.  There is an attached 512-bed facility that temporarily serves as a housing unit until the inmate is processed. The housing unit can also provide any medical or mental health needs that an inmate may have while being processed. After an inmate is booked and goes to their Initial Appearance, they will be sent to one of the general population facilities (4th Ave Jail, Estrella Jail, Lower Buckeye Jail, Watkins Jail, or Towers jail).   The Intake, Transfer and Release Jail has a “Transportation Hub” for the coordinated transport of defendants into and out of custody. All inmates being released from custody will be transported from their housing unit to the ITR for release processing.  If a bond can be posted while an inmate is still at ITR and before they are transported to general population, they will generally be released within a few hours. Initial Appearance -Maricopa County Jail

Within 24 hours from the time of arrest, it is a statutory requirement for an inmate to be seen by a judge. In Maricopa County, arrestees are transported to the 4th Avenue Jail for booking into the Maricopa County Jail system. Initial Appearance Court (IA) is conducted every three (3) hours on a 24 hour/7 days per week schedule. Each court docket typically consists of forty (40) people, but may be increased to ensure that all arrested people are seen by Initial Appearance Court within the 24 hour statutory requirement. All felony arrests, new charges, or people arrested on outstanding warrants in Maricopa County must be seen by an Initial Appearance Court. Misdemeanor arrests as well as people arrested on warrants issued by the twenty-six (26) justice courts and fifteen (15) city courts also must appear for their Initial Appearance within 24 hours. Initial Appearance Court also hears out-of-county and out-of-state warrants, civil, probate, and family court matters. In 2016 a total of 80,003 initial appearance hearings were held in IA Court, which is a 9.3% increase ove 2015. Initial Appearance court is staffed with six (6) commissioners, four (4) part-time Commissioner Pro Tems, eleven (11) Judicial Clerks and one (1) Judicial Assistant. Inmates can call out, but they can't receive calls. The phone system is managed by a vendor, Global Tel*Link (GTL), and you must contact them to initiate service, including both personal and legal calls. Phones are generally available to inmates from 7:30 am - 10:00 pm daily. Times vary for each facility, and some housing units allow 24-hour access to telephones. The maximum length for all call types is 20 minutes. Be Advised: • Inmate calls are recorded and monitored – attorney calls are not. • Three-way or conference calls are not permitted. If the system detects a three-way attempt, the call will be disconnected. • Direct calling by inmates is possible worldwide to family and friends who have established GTL Collect and AdvancePay accounts and to inmates who have purchased calling cards from the "Canteen", which allows them to place calls.

Getting the information you need when someone has been arrested in Maricopa County, or when you are trying to post bail bonds in Phoenix can be a daunting task.  

What steps do I take to locate someone?

Recent Arrest (less than 24-hrs):

  • Call the automated Maricopa County Jail Hotline (602) 876-0322. You must know the inmate's date of birth and how to spell the inmate's name.  Be sure to write down the booking number and charges once provided.  It takes hours before an inmate gets booked.  If they were arrested on a Felony, they must go to their initial appearance (within 24-hrs of arrest) before they will have a bond.  Be patient.
If the system does not indicate a person by that name in jail and you are convinced that they are, you should stay on the line to talk to a clerk - expect a long wait.

Arrested more than 24-hrs ago:

  • If you don't know the Booking Number, go to the  Maricopa County Jail's website and perform a search Inmate Information.

Cash Bail Bonds at the Maricopa County Jail


Anyone can post cash bail bonds at the Maricopa County Jail, but not everyone should do it. If you plan on posting your own bond, remember:

  1. The jail only takes money orders and cashier's checks from the public.  
  2. Never conduct business at a jail unless you KNOW you have no warrants for your arrest. You will be required to present identification at the jail and your name WILL be checked against the database.  If a warrant is found, you WILL be arrested.

If you live locally and have some time to kill (hours), you can save money by posting small bonds under $500 and bonds set for Failure to Pay Fines.  For larger bonds I usually recommend the use of a qualified Phoenix bondsman. Licensed bail bond agents have the power to arrest and surrender the defendant back to jail; an unlicensed person cannot surrender their bond back to jail, nor do they have the power to arrest the defendant. Having a bail bondsman on your side is good insurance.

We've heard it a 1,000 times, "He'll never run!", "He's never missed a hearing", or "He loves me, he'd never run".  Listen up; people will do almost anything to stay out of jail and when the chips are down, they usually think of themselves first.  The small fee that a bondsman charges for the bond is palled by the feeling of destitution you have if the defendant runs, or threatens to run and you have no power to stop him.

Child Support Bail Bonds in Phoenix

When a person gets arrested on a warrant and incarcerated in the Maricopa County Jail for unpaid child support, the bond is set as Cash-Only.  In other words, the only way one can post this bond is by posting it in cash.  Most bail bond companies do not post cash bonds and those few companies that do post them will not post a child support bond.  Child support bonds are known as purge bonds.  Purge bonds, once posted, are forfeited to pay for the fine or obligation of the Defendant, in other words, you will not get your money back.  Bail bond companies rely on their bonds being returned after the Defendant goes to his/her court hearings in order to stay solvent.

Child support bonds can be successfully paid for with credit cards through our bail bond company.  Your card will be charged for the full bond amount and any of the fees associated with posting your bond.  The cost of posting your bond will be a 10% premium fee and a 3% merchant account fee for using your card.  We will post the cash bond immediately upon running the credit card.  Using a credit card allows the Defendant to be released right away.  Credit cards can be paid off by making monthly installments to your credit card company. 

If the Defendant is currently working, supporting a family, or has important obligations to meet, the child support obligation should be paid as quickly as possible.  The Arizona Courts take a hard stance against delinquent child support and will leave Defendants in jail for months.  Child support obligations will not be paid off by serving time in jail, therefore, you will still owe the same amount of money as you did before you went to jail.  Jobs are typically lost through extended stays behind bars, vehicles may be repossessed and homes lost when a Defendant cannot make installment payments because he/she is in jail.  The sooner one pays the obligation, the sooner one can get back to his/her life.

From time to time some companies selling Arizona Bail Bonds can arrange short term financing of the child support obligation without you needing to pay the full bond amount.  The options will typically be very short pay-offs 1-2 months, lots of collateral for security and high premium fees.  All of this can be worth it if you have obligations to meet.  The big lesson here is do whatever you can to pay your child support obligation while on the outside, because once put in jail you will be relying on the speed and resources of others to get you out.
